Division Chief Joyce joined the administrative staff in January of 2023 and oversees Fire & Life Safety, to include plan reviews/inspections and community outreach.
Tom is a qualified Fire Officer IV, Instructor III, Inspector III, Incident Commander Type IV, All Hazard Planning Section Chief Type III, L-449, Instructor for Homeland Security Exercise Evaluation Program (HSEEP), and Incident Safety Officer instructor for the State of Colorado and the Fire Department Safety Officer Association.
Before joining Cimarron Hills Fire Department in 2023, Tom worked for 6 months as the Interim Fire Chief for the City Of Fountain, 5 years as the Fire Chief for the Presidio of Monterey, 14 ½ years for Fort Carson Fire & Emergency Services with his last 6 years as an Assistant Chief, 10 years for Camp Pendleton Fire Department and 6 years as a Marine Fire Fighter at both MCAS Camp Pendleton Fire Department and MCAS Kaneohe Bay Fire Department.
